Key responsibilities

JOB OBJECTIVES

  • To provide specialist input and support in the preparation, review and approval of technical

documents, especially as it pertains to Cost Estimation/Cost engineering and Economic
Evaluation.

  • To prepare cost estimates and economic evaluation on projects, or services to determining

cost of end-product including projects (design) or service, considering alternative options
and aid Management and stakeholder’s economic decision.

  • Ensure that subordinate personnel are adequately supported and guided during execution of

project activities, for the overall achievement of its objective.

JOB RESPONSIBILITIES

  • The preparation of detailed cost estimates as benchmark to EPC contractors’ cost quotations

and or vendors/suppliers’ bids in all aspects of the Project; and work orders monitoring and
evaluation.

  • Monitoring and controlling Project Cost change notices in relation to scope and contract

weightings; and documentation of management of change on the project

  • Advising the Project Management on Cost variations and claims related issues.
  • Review and certification of EPC Contractors/ Suppliers/ Vendors/ Subcontractors’ work

orders and associated invoices.

  • Participate in the refinery existing materials and equipment inventory warehoused in Nigeria

and carry out the comprehensive documentation to assist in subsequent procurement for
the rehabilitation works.

  • Reporting and publishing the financial changes status of the Project to the Project

Management and to the Client, makes input to the weekly/monthly progress report; and

  • Execution of any other tasks as assigned to him by the Project Controls Lead.

Desired candidate profile

  • Bachelor’s degree in Engineering or Physical Sciences or Quantity Surveying, with a Minimum

10 years’ experience which shall include Cost Estimating and Economic Evaluation activities
of major oil field, petrochemical or oil and gas handling projects.

  • Possession of Professional certifications – such as those offered by the American Society of

Professional Estimators, AACE International and the Society of Cost Estimating and Analysis
will be an added advantage.
Candidates within Nigeria must be either be registered with NSE or The Institute of Appraisers and
Cost Engineers (affiliate of NSE), AACE etc, while applicants from outside Nigeria must belong to
professional bodies registerable with AACE.
SKILLS

  • Demonstrate proficiency in Project Costing, Budgeting and Cost Controls as well as computer

skills including Microsoft applications and the use of Cost Estimating software like Aspen
Economic Analysers, Cleopatra, etc.

  • Fluent in English Language, spoken and written.
  • Ability to work in multi-disciplinary project team’s environment.
  • Good inter-personal leadership, coaching, communication and presentation skills.
  • Ability to manage a large and diverse group of people in different project locations
